Water-Sewer Costs: Bad News and Good News

The City bills all water-sewer customers a rate that is based on the number of gallons of water used during a two month period.
The Casablanca HOA just received its bill for the period of mid-August to mid-October 2010. In comparison to the same period in 2008, the recent billing was $57,535. During this period, the rate for water increased by 50% and the rate for sewer increased by 15%. That's the bad news.
The good news is that the number of gallons in the recent billing was 5,051,244 gallons, a decrease of 35%, or 2,677,840 gallons, compared to the 7,729,084 gallons used during the same period in 2008.
The cause of the decrease was the toilet replacement project in 2009. If the project had not occurred, the total cost for the recent billing would have been $88,314, not the actual amount of $57,535 . The project therefore avoided $30,779 in costs for this two month period.
