For Casablanca, the mid-June to mid-August 2009 billing period reflects only one of the two months of toilet installations, which started on 7/27/09 and ended on 9/19/09.  Factors in reducing water use at Casablanca include toilet replacements, Smart Controllers for irrigation, the new Landscape Contractor's improved maintenance of our antiquated irrigation system, and the City's restrictions on exterior water use.
